GRIEVANCE REDRESSAL CELL

ABOUT THE CELL

The Grievance Redressal Cell (GRC) of Assam Veterinary and Fishery University (AVFU) has been constituted to provide a fair, transparent and time-bound institutional mechanism for addressing grievances of students, faculty members and non-teaching employees of the University. The Cell provides a formal platform through which grievances concerning University-related matters may be brought to the attention of the appropriate authority for examination and necessary action.

The Grievance Redressal Cell has been constituted in pursuance of the provisions of the University Grants Commission (UGC) Regulations and is committed to ensuring that grievances are examined objectively, impartially and with due regard to confidentiality. The Cell also seeks to protect complainants against victimization and to facilitate appropriate remedial measures in accordance with applicable UGC and statutory norms.

OBJECTIVES

  1. To provide an accessible institutional mechanism for submission and redressal of grievances by students, faculty members and non-teaching employees of the University.
  2. To ensure fair, objective and time-bound examination of grievances received by the Cell.
  3. To promote transparency, accountability and fairness in the grievance redressal process.
  4. To provide concerned parties an appropriate opportunity to present relevant information and clarification wherever required.
  5. To safeguard the confidentiality of grievances and protect complainants against victimization.
  6. To facilitate appropriate remedial measures through the competent authority of the University.
  7. To ensure that the grievance redressal mechanism functions in accordance with applicable UGC and statutory norms.

CONSTITUTION OF THE GRIEVANCE REDRESSAL CELL

The Hon’ble Vice-Chancellor, Assam Veterinary and Fishery University, constituted the Grievance Redressal Cell with immediate effect vide Notification No. AVFU/R(K)/05/2025-26/2608-636 dated 22nd December 2025, issued by the Office of the Registrar, AVFU, Khanapara, Guwahati-22.

FUNCTIONS OF THE GRIEVANCE REDRESSAL CELL

  1. To receive and register grievances submitted by students, faculty members and non-teaching employees of the University.
  2. To examine the grievances received by the Cell in a fair, objective and time-bound manner.
  3. To call for relevant records, seek necessary clarification and hear the concerned parties wherever required for proper examination of a grievance.
  4. To recommend appropriate remedial measures to the Competent Authority based on examination of the grievance.
  5. To maintain confidentiality in dealing with grievances and ensure protection of the complainant against victimization.
  6. To maintain proper records of grievances received, examined and disposed of by the Cell.
  7. To submit periodic reports regarding the status and disposal of grievances to the Competent Authority.
  8. To facilitate grievance redressal in accordance with applicable UGC and statutory norms.
  9. To perform any other function assigned by the University in connection with grievance redressal.

SUBMISSION OF GRIEVANCES

Students, faculty members and non-teaching employees of Assam Veterinary and Fishery University may submit their grievances to the Grievance Redressal Cell through the mechanism prescribed by the University. Complainants are encouraged to provide a clear description of the grievance along with relevant information and supporting documents, wherever applicable, to facilitate its proper examination.

The Cell shall deal with grievances with due regard to fairness, objectivity, confidentiality and protection against victimization.

SC/ST CELL

ABOUT THE CELL

The SC/ST Cell of Assam Veterinary and Fishery University (AVFU) has been constituted in pursuance of the guidelines of the University Grants Commission (UGC) for the effective implementation and monitoring of reservation policies and related provisions for members belonging to the Scheduled Castes (SC) and Scheduled Tribes (ST).

The Cell provides an institutional mechanism for monitoring the implementation of reservation policies and programmes applicable to SC/ST categories within the University. It also addresses issues concerning SC/ST students, faculty members and staff and facilitates compliance with the guidelines and provisions issued by the Government and UGC from time to time.

The activities of the Cell are overseen by the Standing Committee of the SC/ST Cell, constituted by the Hon’ble Vice-Chancellor, Assam Veterinary and Fishery University. The Committee reviews the functioning of the Cell, monitors compliance with applicable reservation policies and submits appropriate recommendations and reports to the University authority.

OBJECTIVES

  1. To facilitate effective implementation of reservation policies and related provisions for Scheduled Castes and Scheduled Tribes within the University.
  2. To monitor compliance with Government and UGC guidelines concerning reservation policies applicable to SC/ST categories.
  3. To safeguard the interests of SC/ST students, faculty members and staff of the University in matters falling within the mandate of the Cell.
  4. To provide an institutional mechanism for identifying and addressing issues concerning SC/ST members of the University community.
  5. To periodically review the implementation of programmes and measures intended for SC/ST categories.
  6. To provide appropriate recommendations to the University authority for effective implementation of reservation policies and related measures.

CONSTITUTION OF THE STANDING COMMITTEE OF SC/ST CELL

The Hon’ble Vice-Chancellor, Assam Veterinary and Fishery University, constituted the Standing Committee of SC/ST Cell with immediate effect vide Memo No. AVFU/R(K)/62/2026-27/2294-2343 dated 30th June 2026, issued by the Office of the Registrar, AVFU, Khanapara, Guwahati-781022.

FUNCTIONS OF THE SC/ST CELL

  1. To oversee the implementation of reservation policies and related programmes for Scheduled Castes and Scheduled Tribes in the University.
  2. To review the functioning and activities of the SC/ST Cell periodically.
  3. To address issues pertaining to SC/ST students, faculty members and staff of the University.
  4. To monitor compliance with the guidelines and provisions of the Government and University Grants Commission relating to reservation policies.
  5. To review matters concerning the implementation of reservation provisions within the University and bring relevant issues to the attention of the competent authority.
  6. To make appropriate recommendations to the University authority concerning matters falling within the mandate of the SC/ST Cell.
  7. To submit reports regarding the implementation of reservation policies and activities of the Cell to the University authority from time to time.
  8. To facilitate coordination among the concerned offices and authorities of the University for effective implementation of SC/ST-related provisions.

ABOUT THE CELL

The Equal Opportunity Cell (EOC) of Assam Veterinary and Fishery University (AVFU) has been constituted with the approval of the Hon’ble Vice-Chancellor to promote the principle of “Education for All” irrespective of gender, caste, tribe, religion or social status. The Cell is committed to fostering an inclusive, equitable and discrimination-free environment within the University and functions in accordance with the applicable guidelines of the University Grants Commission (UGC).

The Equal Opportunity Cell provides an institutional mechanism for promoting equality of opportunity and safeguarding the interests of students and staff belonging to Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), women, minorities and differently-abled categories. ROLES AND RESPONSIBILITIES

  1. To organize awareness programmes, workshops and other relevant activities under the Equal Opportunity Cell.
  2. To promote and maintain an institutional environment conducive to equality, inclusion and equal opportunity within the University.

  4. To receive, hear and facilitate resolution of complaints relating to discrimination or harassment based on gender, religion, caste or social status within the jurisdiction of the University.
  5. To create awareness among the University community regarding equal opportunity, non-discrimination and inclusive participation.
  6. To facilitate coordination with the appropriate authorities, committees and institutional mechanisms of the University wherever necessary for addressing matters falling within the mandate of the Cell.
  7. To function in accordance with the applicable guidelines and directions issued by the University Grants Commission and the competent authority of the University.

AWARENESS AND SENSITIZATION

The Equal Opportunity Cell shall undertake awareness and sensitization activities to promote equality, dignity and inclusive participation within the University. Workshops, awareness programmes and other appropriate activities may be organized to sensitize students and staff regarding prevention of discrimination and the importance of providing equal opportunities to all sections of the University community.

COMPLAINTS RELATING TO DISCRIMINATION

Students and staff experiencing discrimination or harassment based on gender, religion, caste or social status within the jurisdiction of Assam Veterinary and Fishery University may approach the Equal Opportunity Cell.

Complaints shall be considered within the mandate of the Cell and dealt with through the appropriate institutional mechanism in accordance with applicable University and UGC provisions.

PSYCHOSOCIAL SUPPORT AND MENTAL HEALTH COMMITTEE

ABOUT THE COMMITTEE

Assam Veterinary and Fishery University (AVFU) is committed to promoting the mental well-being and psychosocial welfare of its students, teachers and employees. With this objective, the University has constituted a Psychosocial Support and Mental Health Committee with the approval of the Hon’ble Vice-Chancellor to address matters related to mental health, suicidal behaviour and other psychosocial concerns within the University community.

The Committee provides an institutional mechanism for promoting awareness of mental health support, facilitating access to appropriate assistance, and responding to complaints and situations requiring psychosocial support. It also undertakes preventive and sensitization measures aimed at creating a supportive and responsive environment across the University campuses.

OBJECTIVES

  1. To promote mental health and psychosocial well-being among students, teachers and employees of the University.
  2. To facilitate access to appropriate psychosocial support for members of the University community requiring assistance.
  3. To strengthen awareness and preventive measures relating to mental health and suicide prevention.
  4. To ensure prominent dissemination of suicide-prevention helpline numbers and information regarding available mental health support.
  5. To promote mental health awareness and sensitization among students and teaching and non-teaching staff through periodic training programmes.
  6. To facilitate timely response to complaints and provide psychosocial support to affected individuals.
  7. To ensure that information relating to mental health support is made easily accessible through the University website and across University campuses.

With the approval of the Hon’ble Vice-Chancellor, Assam Veterinary and Fishery University, the Committee has been constituted vide Memo No. AVFU/R(K)/125/2026-27/4090-4107 dated 9th September 2026, issued by the Office of the Registrar, AVFU, G.S. Road, Khanapara, Guwahati-781022.

ROLES AND RESPONSIBILITIES

  1. To ensure that suicide-prevention helpline numbers, including Tele-MANAS, are prominently displayed across the University campus, including hostels, classrooms and common areas.
  2. To conduct mandatory mental health training for all students and teaching and non-teaching staff twice a year through certified professionals.
  3. To take immediate action on complaints relating to matters within the mandate of the Committee and facilitate psychosocial support to affected individuals.
  4. To ensure that information and details relating to mental health support are prominently published on the University website in large and legible print.
  5. To facilitate awareness regarding available mental health and psychosocial support mechanisms among students, teachers and employees of the University.
  6. To submit compliance reports to the competent University authority as required.
  7. To undertake activities relating to mental health, suicide prevention and psychosocial support in accordance with the mandate entrusted to the Committee by the University.

MENTAL HEALTH AND PSYCHOSOCIAL SUPPORT

Students, teachers and employees experiencing emotional distress, psychological difficulties or other psychosocial concerns are encouraged to seek appropriate support. Members of the University community may approach the Committee or the designated University authority for guidance and assistance.

MENTAL HEALTH TRAINING AND AWARENESS

The Committee shall facilitate mental health training twice a year for students and teaching and non-teaching staff through certified professionals. Such programmes are intended to strengthen mental health awareness and enhance the ability of the University community to recognize and appropriately respond to psychosocial concerns.
